A few tips for the Tenant
The housing crisis that has taken South Africa in a vice like grip for the past three or so years has had many negative consequences to which everyday South African have to respond to.
Bank repossessed properties both homes and flats has caused countless owners to lose their castle and become renters.
Also the high decline of the banks to grant home loans not only to first time buyers, but to everyone in South Africa, has caused a lack of suitable rental properties to come on the mark, as well as a record number of people in the rental market.
This has handed the owner a full range of potential tenants.
Owners and Agents have become very picky and demanding in their approach to evaluating potential tenants, putting many tenants in a precarious position.
Tenants Turn the Tables.
Even if Owners and Agents have the assumed advantage in the process of rentals, there are still a few important things all tenant should do to check out their potential Owner or Agent. Before deciding to sign a binding rental agreement, here are a few things tenants should do to determine if their potential Owner or Agent will be fair, reasonable and abide by the Rental Housing Act.
Talk to Pervious Tenants, or Tenants next Door.
Why you may ask, If you can speak to the pervious tenant about the property, you can ask what the security is like, how reasonably they were treated by the Owner or Agent, how long did it take for repairs to be done, does everything work, was it clean when they moved in, was the inspections done on time, did the Owner or Agent refund a reasonable amount of the deposit based on actual wear and tear occurring on the house during their occupation? These questions, and many more will give you a good idea if your Owner or Agent will be a good or just a pain in the neck.
Ask to See the Historical Water, Refuse, and Sewerage Account.
This will confirm for you that the amount that the Owner or Agent has told you is correct.
Other Questions to Ask.
Who pays for;
- Are pets allowed and what kind.
- Is there off-street parking, and for how many.
- How long does it take for the deposit to be paid back.
- What other charges are there.
- Garden Services.
- Who pays the Levies.
- Who is responsible for the Pool.
- When is refuse collected.
- Is the owner willing to paint.
- Is the owner installing curtain rails.
- Is the owner installing security.
Who is responsible for;
Broken door locks.
- Lost keys.
- Broken windows.
- Burst water pipes.
- Burst Hot Water Tank.
- Broken wash line.
- Signal for the DSTV.
Last Question:
Ask and insist on seeing the Fidelity Fund Certificate of the agent, it must current. If the FFC is not current find another agent. Also ask, what happens to your deposit, you are allowed to ask, and you are allowed to receive confirmation that it is in a interest bearing bank account, to the benefits of yourself.
